Over the past decade, Xiqing district has implemented the strategy of gathering talents and industries, accelerating the positive interaction and deep integration between talents, industries and urban areas, and constantly optimizing talent innovation and entrepreneurship ecology, so as to provide a solid talent guarantee for the high-quality development of Xiqing district.
The local government has been working to establish a new engine to accelerate the gathering of talents. Focusing on the industrial development of integrated circuits, intelligent connected vehicles, biomedicine, automobiles and new energy automobiles, and high-end equipment, Xiqing has built a diversified talents mechanism to achieve the simultaneous development of talent gathering and industrial improvement.
The government has focused on the development of industrial chains and introduced the urgently needed talents. In addition to forming a "talents in need" list, the government and key enterprises have organized more than 50 university recruitment activities, attracting more than 20,000 talents to Xiqing. Xiqing has also held various meetings, exhibitions and competitions to better attract technological talents: the "Haihe Talent Week" activity attracted over 400 elites, and the "Chunhui Cup" overseas talents activity saw over 800 talents start their business in Xiqing. The cultivation of 19 key industrial projects was selected as part of the key training projects of Tianjin, which received special funding of 6.9 million yuan (about $960,000), including 18 entrepreneurial projects, accounting for 18% of the total number of selected projects in the city.

Xiqing has been creating a "booster" for talent cultivation. Focusing on the needs of industrial upgrading, a group of innovative talent teams that can solve the key technological problems of industrial upgrading have been cultivated through key talent projects and innovation platforms, so as to realize the simultaneous development of talent innovation and industrial upgrading. As well as the forty-four enterprises that have been recognized as national training bases for highly skilled talents, enterprise training centers and public training bases, there are also eight post-doctoral research centers in the area, accounting for 47% of the total of Tianjin.
Moreover, Xiqing has been establishing its new talents development ecology to strengthen the local talents services. The government has optimized the talent development ecology, focused on diversified services, further stimulated the innovation, entrepreneurship and creativity of talents who support industrial development, and has promoted industrial upgrading to realize the "co-transformation" of talent development and industrial optimization.
In addition to releasing a "talents bonus", a series of supporting policies has been implemented to cultivate and gather talents, and more than 92 million yuan in subsidies have been granted to various talents. The government has also effectively addressed the housing needs of more than 800 talents.
Xiqing will continue to strive to build the region into a magnet for talents, and create a modern and dynamic district to provide strong support for technical talents.
